Holy Spirit School Advisory Council

OUR LEADERSHIP STRUCTURE ensures there are clear, concise and shared goals across the School. Our Advisory Council oversees the governance of the School; our School Leadership Team is responsible for the planning, strategic direction and management of the School; and our Student Leadership takes on the responsibility of representing our students at the highest level.


The Holy Spirit School Advisory Council is constituted to help the School fulfill its educational responsibilities in accordance with the policies and practices prescribed or recommended by the Catholic Education Commission of Western Australia (CECWA), and in accordance with Diocese guidelines and prescriptions for the religious education program.

The Advisory Council is bound by the Catholic School Board Constitution.

Council Members are usually appointed at an Annual General Meeting held each November based on their expertise, qualifications and experience to enhance business and affairs, as well as ensure compliance. Our Principal, Steve Versteegen, is an Ex-Official member of the Council and has the delegated responsibility to lead Holy Spirit Primary School.

Key functions for the Council include:

  • Planning for the present and future operations of Holy Spirit Primary School;
  • Providing membership on selection panels for the employment of staff to the School in accordance with CECWA policy;
  • Providing membership on the panel which recommends the appointment of a Principal in accordance with CECWA policy;
  • Disseminating information about the School and about Catholic education to persons and organisations in the school community
  • Liaising in all matters relating to the financial management of the School with persons and organisations in the local Catholic community;
  • Managing all the finances associated with the School; and
  • Advising the Principal with respect to School policy.


MEMBER –  Aleisha Adair

Aleisha is a primary School teacher with nearly twenty teaching years teaching experience. Along with her knowledge and experience as a teacher, Aleisha would like to be able to share my passion for leading and education in our school community.


MEMBER – Thanh Nguyen, B.Eng, Grad Dip.(Fin Planning) 

Thanh is an IT professional with nearly 20 years experience specialising in program and project delivery in a number of industries. He is passionate about helping our school provide a well-rounded education for our kids (academic, sports & arts), maximising our commercial opportunities and improving efficiency. Thanh and his wife Briony have two children at Holy Spirit.


MEMBER – Franca Pellegrini

Franca holds the position of Director of Global Freedom Network and Lead on Faith Engagement for the Minderoo Foundation, a philanthropic foundation based in Perth.  Prior to Minderoo, Franca spend 24 years in Advertising and Marketing working within advertising agencies and client-side specialising in project management.  Franca and her husband Daniel are parents of two children one of which is a current student at Holy Spirit.


MEMBER – Ciemone Rowbottam

Ciemone was appointed to the Council in November 2018 and elected as Board Member in February 2019. She brings nearly 20 year’s experience in Human Resources, Change Management and communications partnering with senior leaders in various organisations across multiple resource commodities, medical and technology industries. Ciemone is passionate about people, the community, guiding and coaching leaders and working collaboratively to deliver HR Strategy in line with the business goals and culture. Ciemone has two children at the school currently.

Parish Council Representative – Fr. Emmanuel-tv Dimobi

Fr. Emmanuel-tv Dimobi is from West African and originally from Nigeria. Father Emmanuel had a long period of studies, training, and formation to the priesthood, which started in 1987 when my minor seminary training was initiated. In the course of my formation, I did my graduate Study in “Philosophy” at Bigard Memorial Seminary, Enugu, Nigeria; diploma in “Journalism” at Don Scotus School of Journalism, Enugu, Nigeria; graduate study in “Theology” at ST Thomas Aquinas University(Angelicum), Rome Italy; and postgraduate study in “Communication ” at Gregorian University, Rome, Italy. At the completion of my studies in Rome, I arrived in Australia on the 1st January 2005, and later on continued with my postgraduate studies in “Philosophical Studies” at Notre Dame University, Western Australia. On the 4th March 2011, I was ordained a priest at St Mary’s Cathedral for the Archdiocese of Perth. After my ordination, I worked as an Assistant Priest at St Emilie’s Parish in Canning Vale for 2 years, and at St Joseph’s Parish Northam for 2½ years. I took over the parish of Holy Spirit Church, City Beach from Fr. Don Kettle on the 8th September 2015 as the 3rd Parish Priest of the parish. Holy Spirit is a friendly and welcoming parish community. Our Holy Spirit School is an integral part of our parish community as it is evidenced by the active involvement of teachers, pupils, and parents in the life and ministry of the parish.
